Kela Benefits for Immigrants — What You Can Actually Claim

Kela (Kansanelakelaitos) is Finland Social Insurance Institution. It exists to provide a safety net for everyone living in Finland — including immigrants. Many newcomers are entitled to significant financial support and never claim it because the system is confusing.

Do You Qualify?

To access most Kela benefits you need a henkilotunnus, to be registered at DVV as living in Finland, and to intend to stay for at least 1 year. EU/EEA citizens with right of residence qualify almost immediately.

General Housing Allowance

This is the big one that many immigrants miss. If your income is low and you pay rent in Finland, you may be entitled to a housing allowance covering 40-80% of your rent. Lappeenranta maximum: approximately 590 euros per month for a 1-person household. Apply at kela.fi.

Student Grant (Opintoraha)

If you are studying at a Finnish university, you may be entitled to a student grant of up to 268 euros per month (2026 rates) plus a housing supplement of 77 euros per month.

Healthcare Reimbursements

Kela reimburses part of private healthcare visits — approximately 35% for doctor appointments. Prescription medications have a tiered reimbursement system.

Apply for housing allowance the moment you sign your rental contract — payments are not retroactive.
