Finland Work-Based Residence Permit — Types, Timelines, and Documents

Working in Finland legally as a non-EU citizen requires a residence permit for employment (tyontekijan oleskelulupa). The process involves both you and your employer — but the total timeline has shortened significantly since 2023. Here is every permit type explained.

The Two-Part Process

For most work permits, the process works in two stages: the employer submits their part first through the Enter Finland employer portal, then you complete your part of the application and visit the Finnish embassy or consulate in your country to submit biometric data. Both parts must be submitted before Migri can begin processing.

Employed Person Permit

For most employees. Requires a binding job contract from a Finnish employer. Processing time: 1-3 months. Valid for the duration of the employment contract, up to 2 years. Renewable from within Finland. Salary must meet sector minimum as defined in the collective agreement for your industry.

Specialist Permit — Fast Track

For roles requiring expert-level skills with a salary above approximately 3,000 euros per month gross. Processing time guaranteed: 2 weeks. This is the fastest immigration route in Finland and is widely used by tech companies to hire software engineers, data scientists, and research specialists internationally.

Intra-Company Transfer Permit

For employees of multinational companies transferred to Finnish operations. Processing time: 90 days maximum. Requires proof of employment at the sending company for at least 12 months and a formal transfer letter.

Self-Employed Permit

For entrepreneurs running a business in Finland. Requires a detailed business plan and evidence that the business is operational or viable. Processing time: 2-3 months.

After Approval

Collect the physical residence permit card at a Finnish police department. Then register at DVV to receive your henkilotunnus. Only after that can you open a Finnish bank account and formally begin work.

If you qualify for the Specialist permit category — a degree plus several years of relevant experience — ask your employer to apply under that route. The 2-week processing time versus 3 months makes a significant difference to your start date.
