Finland does not use the term student visa. Non-EU students accepted to a Finnish university or university of applied sciences must apply for a student residence permit (opiskelijan oleskelulupa) from the Finnish Immigration Service (Migri). This guide explains the process from start to finish.
Do You Need a Permit?
EU and EEA citizens: no permit needed. You can study in Finland freely. Register at DVV within 3 months of arrival.
Non-EU citizens: a student residence permit is required before you can enter Finland to study — unless you are a citizen of a country that can enter Finland without a visa for short stays. Always verify current rules at migri.fi before making plans.
When to Apply
Apply as soon as you receive your acceptance letter from the Finnish university. Processing takes 1-3 months, and you cannot enter Finland to start studies until the permit is approved. Apply at enterfinland.fi.
Documents Required
- Valid passport (minimum 3 months beyond intended stay)
- University acceptance letter (confirmation of study place)
- Proof of financial means — minimum 560 euros per month for the duration of studies (bank statement or scholarship letter)
- Two passport-size photos
- Health insurance documentation if not covered by Finnish student health services (YTHS)
- Proof of tuition fee payment if applicable
The Application Process
- Create an account at enterfinland.fi and submit the online application.
- Pay the application fee: 350 euros (non-refundable).
- Visit the Finnish embassy or consulate in your country to submit biometric data (fingerprints and photo).
- Track status through your enterfinland.fi account.
- On approval, collect your residence permit card at a Finnish police department within 7 days of arriving in Finland.
Work Rights During Studies
Students with a valid student residence permit can work up to 25 hours per week during term time and full-time during official school holidays. No separate work permit is needed.
Apply immediately after receiving your acceptance letter. Processing delays have caused students to miss semester starts. Submitting early is the single most important thing you can do.
