Finland Work Permit 2026 — Types, Requirements, and How to Apply

Finland does not issue traditional work visas. Instead, non-EU citizens who want to work in Finland apply for a residence permit for employment (oleskelulupa tyontekijalle). This guide explains every permit type and how to apply.

EU and EEA Citizens

EU and EEA citizens have the automatic right to work in Finland without any permit. You must register at DVV within three months of arrival, but no work permit is required.

Non-EU Citizens — Residence Permit for Employment

Non-EU citizens must apply for a residence permit before starting work. The permit type depends on your role and salary.

Standard Employed Person Permit

For most employees. Requires a binding job offer from a Finnish employer. The employer submits their part of the application first through the Enter Finland employer portal. Then you complete your part of the application and visit the Finnish embassy in your country to submit biometric data. Processing time: 1-3 months.

Specialist Permit — Fast Track

For roles requiring special expertise with a salary above approximately 3,000 euros per month gross. Processing time guaranteed: 2 weeks. This is the fastest immigration route in Finland and is increasingly used by tech companies to hire software engineers and data scientists internationally.

Seasonal Work Permit

For seasonal agricultural and hospitality work. Valid for a maximum of 9 months per year. Applied for by the employer in most cases. Processing time: 2-6 weeks.

Required Documents

  • Valid passport (must be valid at least 3 months beyond intended stay)
  • Employment contract or binding job offer
  • Proof of sufficient income or employer confirmation of salary
  • Two passport-size photos

After Approval

Once your permit is approved, collect the physical permit card at a Finnish police department. Then register at DVV to get your henkilotunnus.

Apply through enterfinland.fi — the online system is available in English. Start the employer side of the application first, as this is a two-part process and neither part can be processed without the other.
